Pluckeye blocking all browsers except Pale Moon

System: Windows
Version: 0.98.15

When I first installed Pluckeye three months ago, every compatible browser worked fine. Six weeks ago or so, every browser except for Pale Moon (which is my 'main' browser) stopped working. Chrome, Chromium, Firefox, Waterfox, Vivaldi and so on, all now display the following message when I attempt to access any website (blocked or unblocked):

Your Internet access is blocked
Firewall or antivirus software may have blocked the connection.
Try:

Checking the connection
Checking firewall and antivirus configurations
Running Windows Network Diagnostics
ERR_NETWORK_ACCESS_DENIED

I am on level 2, which has been the case since the day I installed. I don't know the exact date this began, and I can't think of anything that may have caused this.

Jon has been encouraging people to move to 0.99.x. You may want to export your settings as a backup and upgrade to see if that helps.  (I can't explain the connection problems...)

Hmm.  Interesting that this is occurring on 0.98.15.  It hasn't changed (obviously).

https://www.pluckeye.net/sysinspect.html might offer a clue.
