How do I block a program that runs through steam? Wallpaper Engine

I'm trying to block this program from showing images. Not sure if there is a way to do this.

Pluckeye > Settings > Advanced > NHB

Or

pluck add "program whatever-the-wallpaper-engine-program-name-is.exe blackout"

You can discover the name with

cd %TEMP%
mkdir pluckeye.tmp
cd pluckeye.tmp
echo >urls.txt

Start the program, then view urls.txt in the %TEMP%\pluckeye.tmp\urls.txt in notepad.exe or similar.

Addendum: the equivalent on macOS and Linux is:

mkdir -p /tmp/pluckeye.tmp
touch /tmp/pluckeye.tmp/urls
chmod a+w /tmp/pluckeye.tmp/urls
