Blocking and allowing mac programs

Is there a command line like the windows command line “pluck add” program — whiteout/blackout” but for mac to either allow or block certain programs by the app name?

Per-program rules are not available for Mac OS yet.

Maybe.  If Pluckeye can hold on long without dropping support for macOS.
