Bug: gain full access when re-importing settings

1. System: Linux (Manjaro Linux, arch derivative)
2. Pluckeye version: 0.95.9
3. Browsers: Chromium

Here's my pluckeye settings file: https://pastebin.com/raw/f9PkyD4a

I have imported them with "pluck import settings.txt". "pluck export" shows me that they're in effect, and everything works. But now, if I import them again (even without making a change), after my 10 minute delay, all the websites become unblocked! If I then run "pluck import settings.txt" again, everything goes back to normal.

When I run import the second time, "pluck export" shows this: https://pastebin.com/raw/i8YwULNP . Clearly something went wrong, since my block statements aren't being imported.

The reason why I'm re-importing settings is because I want to either add a whiteout for a program or comment out one of the blocked websites temporarily.

Clearly something went wrong,

Pun intended?  You shouldn't have "clear" as the first line of your settings; it isn't intended for this.

BTW, bug reports should be filed using https://e.pluckeye.net/bug-report .
